METHOD: QUALITY AND COST BASED SELECTION (QCBS) – FIRMS ONLY

1. INTRODUCTION

The African Union Development Agency - NEPAD (AUDA-NEPAD) currently operates an SAP ECC enterprise resource planning environment supporting key institutional processes including Finance, Controlling, Funds Management, Project Systems, Procurement, Inventor y Management, Human Capital Management, Payroll, Travel Management, and associated business processes. Integrated with reporting system document management system and external third party systems. AUDA-NEPAD has completed an SAP S/4HANA Readiness Assessment, Migration Strategy and Roadmap covering the current SAP landscape, business and technical requirements, architecture, integrations, data, security, organizational readiness and future -state requirements. The assessment confirmed the strategic direction to convert the existing SAP ECC environment to SAP S/4HANA while retaining appropriate business capabilities and introducing selected improvements and complementary digital solutions (selective transformation). AUDA-NEPAD now intends to engage a suitably qualified implementation partner, or partners where the scope is awarded in separate packages, to execute the conversion and the selected transformation components defined in these Terms of Reference. Existing assessment outputs, business-process documentation, requirements, technical documentation and the Change Management and Readiness Assessment shall be used as the implementation baseline and validated or updated only where required.

2. RATIONALE AND STRATEGY

The SAP S/4HANA migration programme is a strategic initiative aimed at modernising AUDA - NEPAD's enterprise systems, improving operational efficiency, strengthening financial management and accountability, and enhancing institutional capacity to deliver on its mandate.

The programme will contribute to the implementation of the AUDA-NEPAD Strategy by enabling more efficient, integrated and transparent business processes, improving data quality and reporting, and supporting evidence -based decision -making.
