Concept Design for Hawthorn Road

The Mount Barker District Council (“Council”) is seeking to engage a suitably qualified consultant to develop a detailed concept design (30% design) and cost estimates for Hawthorn Road upgrade project. The design seeks road upgrade that improves road safety, strengthens pedestrians/cyclist comfort & connectivity, and caters for increase in traffic from the adjoining developments.

Hawthorn road has been a concern for the community for many years, with road safety issue, failing pavement, narrow lanes and very minimal pedestrian/ cyclist consideration throughout the length. The Adelaide/Hawthorn Road intersection is a DIT asset and is planned to be upgraded in the near future, with upgrades affecting surrounding local streets near Hawthorn Road. With the increase in development and upgrades scheduled, Hawthorn Road is likely to be a key collector or even sub-arterial road in the future, so it is critical for the road to be adequately upgraded.

Separable Portion 1

Council is seeking proposals from suitably qualified consultant teams to undertake Separable Portion 1 - Concept Design (30%) for Hawthorn Road. The objective of this stage is to develop a concept design that clearly defines and documents the preferred upgrade option for Hawthorn Road, taking into consideration road safety, traffic operations, active transport requirements, stormwater management, utility constraints, environmental factors, land requirements, constructability, and whole-of-life asset considerations. The scope and key deliverables for 30% concept design have been discussed within section 3-6 of this project brief.

Separable Portion 2

The tender is also seeking a PC Sum cost option for the consultancy team to continue through to Separable Portion 2 – Subsequent design stages (30% Concept design through to For Construction (FC) design) and may also be required to provide advice and guidance through procurement and construction delivery. The subsequent design stages within Separable Portion 2 will have hold points for 50%, 70%, 100%; Issued for Approval (IFA), Issued for Tender (IFT) and Issued for Construction (IFC) design gates. The deliverables for subsequent design stages include following but not limited to:

Commencement of Separable Portion 2 (30% through to IFC design) is subject to budgetary approval, and a formal written instruction from Council and agreed by both parties in accordance with clauses 2.5 and 7 of the Agreement. Council requests as part of your response to this Request for Tender that PC Sums be provided to progress 30% concept design to 100% Issued for Construction (IFC) Design. Please note timing of SP2 is at this stage unknown and Provisional Sums provided will be adjustable subject to scope and Adelaide Consumer Price Index (CPI) increase from the month of tender submission to the month of provided detailed pricing of separable portion 2 for Council’s review.

Council are providing no commitment to progress with separable portion 2 with the successful tenderer and Council reserves the right to progress detailed design with others.
