COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.2 Solicitation, Evaluation and Award of the Revolutionary FAR Overhaul (RFO) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this project is 541720, Research and Development in the Social Sciences and Humanities, with a size standard of 28 (millions of dollars). Solicitation number N00244-26-Q-0108 is issued as a Request for Quotation (RFQ) for specialized professional research, technical-advisory services, and geopolitical analysis in accordance with the PWS provided herein. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This contract is anticipated to be awarded as a firm fixed priced (FFP) contract, following instructions within this solicitation listed under 52.212-1 Instructions to Quoters -- Commercial Items and evaluated under 52.212-2 --Evaluation -- Commercial Items. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) requests responses from qualified sources capable of providing the following services: (ii) Contractor shall provide specialized professional research, technical-advisory services, and geopolitical analysis services in accordance with the PWS provided herein for Naval Postgraduate School (NPS) in accordance with the attached Performance Work Statement (PWS). Please see the PWS in Section C for more details.

(iii) Period of Production: 12-month base period followed by two (2) 12-month option periods
