WWF Nepal is seeking a qualified service provider or consultant to strengthen the capacity of Nepal’s provincial governments on climate transparency, climate reporting, and implementation of the Paris Agreement’s Enhanced Transparency Framework (ETF). The assignment will include seven provincial training programs, development of tailored training materials, and support for better coordination and climate data management across federal, provincial, and local institutions. Overview WWF Nepal is inviting proposals for an assignment focused on strengthening the institutional and technical capacity of Nepal’s provincial governments to participate effectively in the country’s climate transparency system. The initiative will help provincial stakeholders understand their responsibilities under the Paris Agreement, Nepal’s National Measurement, Reporting, and Verification (MRV) Framework, and the Enhanced Transparency Framework (ETF). The assignment is particularly relevant to organizations and consultants with expertise in climate change, climate policy, greenhouse gas reporting, MRV systems, climate data management, capacity building, and government training. What Is the Enhanced Transparency Framework? The Enhanced Transparency Framework (ETF) is a system established under the Paris Agreement to improve transparency in countries’ reporting on climate action and support. It requires countries to strengthen the collection, reporting, and review of information related to areas such as: For Nepal, effective implementation requires coordination between federal, provincial, and local governments. Provincial governments therefore need sufficient technical knowledge and institutional capacity to collect, manage, verify, and communicate relevant climate information. Purpose of the Assignment The main purpose of the WWF Nepal assignment is to improve the ability of provincial governments to contribute to Nepal’s climate transparency and reporting systems.

The assignment will focus on:

Improving understanding of the Paris Agreement. Building knowledge of the Enhanced Transparency Framework. Familiarizing provincial stakeholders with Nepal’s National MRV Framework. Strengthening provincial climate data management. Improving coordination between different levels of government. Clarifying provincial responsibilities for climate reporting. Strengthening institutional and technical capacity for climate transparency. Key Activities The selected service provider or consultant will be responsible for planning and delivering seven provincial training programs.

Key responsibilities will include:

Developing a comprehensive training implementation plan. Identifying the learning needs of provincial stakeholders. Tailoring materials to provincial government contexts. Coordinating the seven training programs. Delivering participatory and interactive training sessions. Explaining climate transparency and reporting requirements. Supporting understanding of the National MRV Framework. Explaining provincial responsibilities for climate data. Promoting coordination among federal, provincial, and local institutions. The call is intended for qualified service providers or consultants with demonstrated experience relevant to climate transparency and capacity building.
