The World Food Programme (WFP) is seeking national and international NGOs, community-based organizations, universities, and Red Cross/Red Crescent organizations to support implementation of its Country Strategic Plan (CSP) 2027–2030 in the Democratic Republic of the Congo (DRC). Selected partners will deliver integrated humanitarian, nutrition, food security, livelihood, education, resilience, and social protection activities for vulnerable and food-insecure populations. What Is the WFP DRC Partnership Opportunity? WFP is preparing to implement its new 2027–2030 Country Strategic Plan in the Democratic Republic of the Congo. The partnership opportunity is designed to identify organizations capable of delivering integrated activities under the CSP across the DRC. The approach combines immediate humanitarian assistance with longer-term efforts to strengthen: - Food security and nutrition. - Local food systems. - Household livelihoods. - Community resilience. - Social cohesion. - Agricultural production. - Education and school feeding. - Social protection systems. The initiative is particularly important in areas affected by armed conflict, displacement, poverty, climate shocks, and food and nutrition insecurity. Why Is This Programme Needed? The DRC continues to experience a prolonged humanitarian crisis driven by multiple interconnected factors.

These include:

- Armed conflict and insecurity. - Chronic poverty. - Recurrent disease outbreaks and epidemics. - Climate-related shocks. - Large-scale internal displacement. - Food and nutrition insecurity. - Limited livelihood opportunities. - Vulnerability among women and children. The eastern provinces are particularly affected by conflict and displacement. According to the information provided for this opportunity, 26.6 million people are projected to face acute food insecurity in 2026, making food assistance, nutrition services, livelihoods support, and resilience-building critical priorities. Women and girls receiving humanitarian assistance also face heightened risks of sexual exploitation and abuse, requiring strong protection and safeguarding measures in programme implementation. What Are the Main Objectives of the WFP CSP 2027–2030? The WFP strategy seeks to connect emergency assistance with longer-term food systems and resilience interventions.

What Activities Will Selected Partners Implement? Selected partner organizations may be responsible for implementing a broad range of activities under the CSP. Partners may support food and nutrition assistance for populations affected by

- Conflict. - Displacement. - Food insecurity. - Humanitarian emergencies. Priority groups include displaced people, returnees, refugees, host communities, children, and pregnant or lactating women. Nutrition Services

Partners may contribute to interventions designed to prevent and treat acute malnutrition

Particular attention will be given to

- Children under five. - Pregnant women. - Lactating women. - Other nutritionally vulnerable populations. Livelihood and Resilience Activities The programme moves beyond short-term food assistance by supporting vulnerable households to become more resilient.

Potential activities include:

- Asset creation. - Livelihood development. - Vocational training. - Agricultural support. - Household resilience initiatives. - Community recovery activities. Agricultural and Food-System Support

Partners may support activities that strengthen local food production and food systems

This can include interventions designed to improve: - Agricultural productivity. - Local food availability. - Household livelihoods. - Nutrition-sensitive agriculture. - Connections between local production and food assistance. School Feeding The CSP also aims to expand school feeding programmes, with an emphasis on using locally produced food.

This approach can simultaneously support:

- Children’s nutrition. - School participation. - Local agricultural markets. - Smallholder farmers. - Community food systems. Social Protection WFP also intends to support the Government of the DRC in developing nutrition-sensitive social safety nets and strengthening the country’s broader social protection system. Who Is Eligible? The call is open to organizations capable of implementing the integrated activities included in the WFP Country Strategic Plan.
