The Government of the Republic of Botswana, through the Ministry of Health and the Botswana Medicines Regulatory Authority (BoMRA), has received financing in the amount of US40,000,000 from the World Bank (IBRD Loan No. 98750) and a grant of US3,000,000 from the IBRD Surplus-Funded Livable Planet Fund (LPF), toward the cost of the Health Emergency Preparedness, Response and Resilience Project (HEPRR), and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project is part of the regional HEPRR Program implemented under the World Bank's Multi-Phase Programmatic Approach (MPA), spanning 11 countries across Eastern and Southern Africa. The project will include the following components: Component 1 : Strengthening the Preparedness and Resilience of the Botswana Health System (US$34.4 million). This component, implemented primarily by BoMRA, will support the construction of a National Drug Quality Control Laboratory (NDQCL) incorporating climate-resilient measures, and the refurbishment of BoMRA Regional Offices. It will also finance the procurement of laboratory equipment and supplies for the NDQCL, the supply and delivery of Vital, Essential, and Necessary (VEN) commodities for warehouse stockpiling, and software development for a National Product Catalogue (National eLMIS system). Component 2: Improving the Detection of and Response to Health Emergencies through a Multisectoral Approach (US$5 million ). This component will support renovations to the National Public Health Laboratory (NPHL) to address audit findings and support accreditation transition. It will also finance the procurement of laboratory equipment and supplies for the NPHL and the procurement and maintenance of emergency stockpiles. Consulting services under this component include technical advisory and institutional capacity support for surveillance, laboratory diagnostics, and emergency management; development and implementation of clinical case management guidelines for priority health events; and other advisory services in support of multisectoral emergency preparedness and response. Component 3 : Project Management, Monitoring and Evaluation (US$3.6 million). This component will finance the supply and delivery of project vehicles, as well as consulting services for project management support, monitoring and evaluation, and fiduciary oversight. Procurement through open international competitive procedures under this component includes individual consultant assignments for the Mid-Term Review and the Implementation Completion and Results Report (ICRR). Component 4 : Contingent Emergency Response Component (CERC) (US$0). This component provides the capacity to rapidly reallocate project funds in the event of an eligible crisis or emergency. Specific procurement activities will be determined if and when the CERC is activated. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank Procurement Regulations for IPF Borrowers (September 2025 edition) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan, and all subsequent updates once it has provided a no objection. All procurement activities are tracked through the World Bank's Systematic Tracking of Exchanges in Procurement (STEP) system. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank's external and in local newspapers of national circulation in Botswana.
