Call for Proposals: Bridging Generations for Justice, Peace, and Social Cohesion in Nepal

UN Women Nepal is inviting proposals from national civil society organizations to strengthen the leadership, collective voice, and advocacy of conflict-affected women in Nepal’s transitional justice process. The initiative will support survivor-led organizations, intergenerational dialogue, mutual learning, and advocacy for survivor-centered and gender-responsive transitional justice. The project has a budget of USD 170,000, will run for 16 months, and is expected to be implemented from September 2026 to February 2028 at both national and provincial levels in Nepal.

About the UN Women Nepal Grant

The initiative aims to enable conflict-affected women and survivor-led organizations to meaningfully participate in and influence Nepal’s transitional justice process. The project will strengthen women’s leadership and collective advocacy while creating opportunities for women, youth, and diverse civic actors to engage in discussions around: - Justice and accountability. - Gender-responsive transitional justice. - Peaceful democratic participation. - Social cohesion. - Economic empowerment. - Guarantees of non-recurrence. - Survivor-centered policy development. By connecting survivor leadership with broader public engagement, the initiative seeks to contribute to lasting peace and stronger democratic participation in Nepal. Funding Available The total budget range for the proposal is USD 170,000. The proposed project will be implemented over 16 months, from September 2026 to February 2028, across national and provincial levels in Nepal. Key Objectives

The initiative seeks to:

- Strengthen the leadership of conflict-affected women. - Increase the collective voice and advocacy capacity of survivor-led organizations. - Improve women’s ability to participate in transitional justice processes. - Promote intergenerational dialogue and mutual learning. - Increase public understanding of justice and accountability. - Support gender-responsive and survivor-centered policies. - Strengthen social cohesion and peaceful democratic participation. - Contribute to guarantees of non-recurrence and lasting peace. Key Project Activities The project will use a combination of organizational strengthening, training, dialogue, advocacy, and public engagement activities. Capacity Strengthening for Women’s Organizations The project will strengthen the capacity of conflict victim women’s organizations and their leaders to participate effectively in transitional justice processes. Training and support will address areas such as: - Organizational management. - Advocacy. - Communication. - Legal protection mechanisms. - Leadership development. Rights and Support Orientation Orientation sessions will help conflict-affected women understand their rights and identify available support services. These activities are intended to improve women’s ability to access relevant mechanisms and participate more effectively in transitional justice processes. Multi-Stakeholder Dialogues The initiative will facilitate dialogues involving multiple stakeholders on issues including: - Gender-responsive reparations. - Economic empowerment. - Transitional justice. - Survivor needs and priorities. - Women’s participation in policy processes. These dialogues will create opportunities for conflict-affected women and other stakeholders to exchange perspectives and identify practical approaches to justice and empowerment. Media Engagement and Fellowships The project will engage media actors and provide fellowships focused on ethical reporting on transitional justice. The objective is to encourage responsible public communication and reporting that reflects the experiences and rights of conflict-affected communities. Policy Dialogues Policy dialogues will be organized to contribute to the development of survivor-centered and gender-transformative policies. These discussions will provide opportunities for survivor-led organizations and other civic actors to bring their experiences and recommendations into policy processes. Intergenerational Dialogue Intergenerational dialogue events will connect women, youth, and diverse civic actors. The initiative will promote mutual learning and understanding across generations while creating opportunities for collaborative approaches to peacebuilding, justice, and non-recurrence. Collaborative Advocacy Campaigns Collaborative advocacy campaigns will help strengthen collective action and public engagement around transitional justice, peacebuilding, and the rights of conflict-affected women. Who Can Apply? Eligible applicants are national not-for-profit or non-governmental organizations in Nepal that meet the required experience and organizational criteria.

Applicants must:

- Be national not-for-profit or non-governmental organizations. - Have at least five years of experience working with conflict victims, particularly women. - Demonstrate expertise in transitional justice. - Demonstrate experience in women’s leadership. - Have relevant advocacy experience. - Apply in consortium with a national conflict victim women’s organization. - Demonstrate institutional commitment to ethical standards. - Have appropriate safeguarding practices. - Demonstrate capacity for results-based management. Consortium Requirement Applicants must apply in consortium with a national conflict victim women’s organization. This requirement is intended to ensure that the initiative is directly connected to the experiences, priorities, leadership, and perspectives of conflict-affected women. Applicants should therefore demonstrate how the consortium will support meaningful participation and leadership by survivor-led organizations throughout project implementation. Implementation Areas The project will be implemented at both: - National level. - Provincial level. Activities will therefore seek to connect national policy and advocacy processes with the experiences and priorities of conflict-affected women and organizations
