The International External Collaborator will provide overall technical leadership for the pilot implementation of the ILO Green Dictionary methodology and skills taxonomy in the Philippines, ensuring methodological quality, international comparability, knowledge transfer and institutional capacity building. The International External Collaborator will prepare and analyse online job vacancy data from the Philippines, for the purpose of measuring and analysing trends in green employment and associated skills requirements within the country. The International External Collaborator will process the online vacancy data to create variables, using natural language processing techniques implemented in Python, following methodologies and code already developed by the ILO. This includes mapping the PSIC and PSOC variables to the ISCO and ISIC coding standards; creating variables for 15 different sub-categories of cognitive, socio-emotional and manual skills, for 9 different sustainability domains capturing green tasks, and for 16 different job amenities; creating a list of occupation-specific technical skills associated with green jobs; identifying two to three priority sectors for sector specific analysis; and analysing the data with a view to compiling descriptive statistics, drawing on the online vacancy data. In close collaboration with ILO staff and under their guidance, the external collaborator will also strengthen the technical capacity of designated Philippine institutions to independently implement, maintain and periodically update the methodology, including through the development of a practical implementation and institutionalization guide.
