Forsvarsmateriell (FMA) har tre hovedoppgaver: å anskaffe, forvalte og utfase materiell for Forsvaret og øvrige virksomheter i forsvarssektoren. Målet er å gi Forsvaret raskere reaksjonsevne, høyere beredskap og lengere utholdenhet. FMA Anskaffelser inngår, forvalter, gjør avrop på rammeavtaler og inngår kontrakter på/anskaffer materiell i henhold til lov og forskrift om offentlige anskaffelser (LOA/FOA/FOSA) samt interne instrukser. Formålet med anskaffelsen er å inngå avtale med leverandører som kan bistå oppdragsgiver med gjennomføringen av anskaffelser. Bistanden skal dekke alle deler av anskaffelsesprosessen, herunder planlegging utarbeidelse av konkurransegrunnlag, gjennomføring av konkurranse, evaluering av tilbud, samt kontraktsinngåelse og for enkelte kategorier; kontraktsoppfølging. Det vises til SSA-B bilag 1 for nærmere angivelse av de ulike kategorienes omfang.
