Formålet med anskaffelsen er å etablere en rammeavtale med tre leverandører, for avlastning av vedlikehold- og endrings-oppdrag på Forsvarets fartøyer. Rammeavtalen skal dekke vedlikeholdstjenester og endringsarbeid for samtlige fartøysklasser Forsvaret har eller får i løpet av rammeavtaleperioden. Dette inkluderer både overflatefartøy, undervannsbåter, annet flytende materiell og tilhørende materiell.Denne rammeavtalen er hovedsakelig til avlastning for verkstedet på Haakonsvern.Oppdragsgiver har i dag etablert, og vil etablere egne rammeavtaler med leverandører innenfor vedlikeholdstjenester til forskjellige fartøysklasser.Rammeavtalen er nå tildelt tre leverandører.
