01 National Consultancy Firm for Conducting a survey and assessment of the current status of digital transformation at the Ministry of Justice

Duration: September to December 2026

Overall objective: The overall objective of this assignment is to conduct a comprehensive assessment of the current state of digital transformation in areas falling within the Ministry of Justice’s mandate, with a view to identifying existing capacities, needs, gaps and priorities in relation to technology, human resources and financial resources. Particular attention will be given to barriers affecting access to digital justice for vulnerable and underserved groups, in line with Viet Nam’s international human rights commitments and the principles set out in Resolution No. 66-NQ/TW.

The assessment will provide an evidence base for identifying priorities and practical solutions to support an inclusive and sustainable digital transformation of the justice sector and enhance access to justice.
