Public procurement in Germany
Key facts for bidders, checked against official sources (2026-10). General information, not legal advice. Always confirm the rules in the tender documents and on the official portal.
- WTO procurement agreement
- Germany is covered by the WTO Agreement on Government Procurement (GPA) through the EU: above set value thresholds, suppliers from other GPA parties must be treated like local ones.
- Foreign bidders
- As an EU member, Germany must treat bidders equally, so firms from other EU/EEA states and from WTO Government Procurement Agreement parties can compete on the same terms for covered contracts.

- Good to know
- GWB Part 4 was amended by the Procurement Acceleration Act (BGBl. 2026 I No. 137), in force from 1 July 2026. Below EU thresholds the UVgO and VOB/A apply, the Länder set many of their own rules and portals, and oeffentlichevergabe.de pulls federal, state and municipal notices into one place.
