Finland is covered by the WTO Agreement on Government Procurement (GPA) through the EU: above set value thresholds, suppliers from other GPA parties must be treated like local ones.

Foreign bidders

Finland applies EU procurement rules, so firms from other EU/EEA states compete on equal terms. Suppliers from WTO GPA countries can bid on contracts above the GPA thresholds.

Amendments to the Act came into force on 18 June 2026, and the duty to split contracts into lots took effect on 1 October 2026. The FCCA supervises compliance, and procurement appeals go to the Market Court.
