- China is not a party to the WTO Agreement on Government Procurement.
- Foreign bidders
- The law requires government buyers to procure domestic goods, works and services unless they are unavailable in China on reasonable terms or for use abroad. Since 1 January 2026, products meeting the domestic-product standard receive a 20% price-evaluation deduction, whether the supplier is state-owned, private or foreign-invested.
