The objective of this project is to extend and install necessary electrical power and plumbing (water supply) from the existing Aerospace Ground Equipment (AGE) Shop to the designated exterior Wash Rack. d) Proposals shall be submitted via email to the Contracting Officer identified in Section (b), Submission of Offers. Electronic documents shall be submitted in .pdf, .doc, or .xls and less than 30MB. Communication containing documents in any other format may be blocked or stripped by the Government's server and may not be received by this office. Files in .zip format may not be received by this office. e) To ensure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. The proposal shall be clear, concise and include sufficient detail for effective evaluation. Responses to this solicitation shall strictly adhere to the requirements set forth in the solicitation and the corresponding Statement of Work (SOW). The proposals shall not contain any extraneous information such as advertisements, or marketing information. Offerors must clearly identify any exception(s) taken to the solicitation terms and conditions and provide complete accompanying rationale. Submissions that do not adhere to format and content requirements may be considered non-compliant. The Government reserves the right to eliminate any such quotes from consideration for award. f) Factors 1. Technical Acceptability - The offeror must submit a brief technical execution plan (maximum 2 pages) containing a brief execution narrative. Explicitly demonstrate a logical method to safely trench and connect the electrical and plumbing utilities from the existing Shop to the designated Wash Rack based on the requirements mentioned in the Statement of Work (SOW). Demonstrates a clear and realistic schedule showing project completion within the required 100-day Period of Performance (PoP). 2. Past Performance - The Contracting Officer will evaluate past performance using only Government-maintained records and databases. No past performance references, questionnaires, or client lists are required from the offeror. Databases queried will include the Contractor Performance Assessment Reporting System (CPARS), SAM.gov (including FAPIIS / Exclusions), and local Contracting Squadron records in accordance with RFO 12.203(a)(2). The Government reserves the right to utilize past performance information obtained from any other readily available official sources of which it is aware. This factor is rated as "Acceptable" when the queried databases indicate a history of successful contract execution, timely performance, and adherence to safety and code standards. An offeror with no record of relevant past performance, or for whom information on past performance is not available, will receive a rating of "Neutral," which shall be graded as "Acceptable" and will not bar the offeror from award. 3. Price (Lowest Evaluated Price) - The offeror must submit a single, lump-sum Firm-Fixed-Price (FFP) for CLIN 0001 on their quote sheet (or block 23 of the SF 1449). Price will be evaluated for mathematical accuracy and for price reasonableness in accordance with RFO 12.204(a). Reasonableness will be established by comparing competitive quotes received in response to the solicitation.

2. Site Visit Schedule

2.1 A site visit has been scheduled for Tuesday, 15 September 2026 at 10:00 AM (MST) and all parties will meet at Truman Gate Visitor Center to be sponsored onto base at 9:30 AM (MST). Attendance at the site visit will be limited to no more than two (2) representatives per company. Please submit the names of your attendees and advise if you require base passes to access Kirtland AFB to the below Points of Contact (POCs) by Monday, 14 September 2026, 4:00 PM (MST). Please allow extra time to obtain your pass. Answers to the questions will be posted on SAM.gov by close of business on 17 September 2026. 2.3 Incurred Expenses: The Government is not responsible for any costs incurred or associated with preparation and submission of a bid in response to this solicitation.
