UPDATE 03 SEPTEMBER 2026: The purpose of this announcement is to both provide responses to three previously submitted questions AND post Amendment 01 to the RFQ. Be advised that there are substantitive changes to the RFQ. To assist with digesting the amendment a conformed copy of the RFQ (which incorporates the changes into a single document) is also posted with this announcement. *********************************************************** UPDATE 27 AUGUST 2026: It was discovered the solicitation attachments did not upload with the original posting. This update is to upload those documents along with details for a site visit invitation as described below. Be advised the update provided on 26 AUGUST is still in effect:
SITE VISIT:
1. The Warfighting Acquisition University (WarU) Landscaping and Snow Removal site visit/walk will be conducted on Tuesday, September 1, 2026, at 9:00 a.m. Vendors will tour locations associated with this solicitation. 2. Contractors shall submit the names of all attendees (not to exceed 2 individuals) from each prospective contractor via email to: Kevin Tabor, [contact details removed] 3. Submission of names shall be emailed before/by Monday, August 31, 2026, 3:00 p.m.
4. Contractors shall affix the following as the email’s subject line
[SOLICITATION NUMBER AND REQUIREMENT TITLE] Site Visit 5. Attendees should bring a valid REAL ID or will be required to provide two forms of ID, one of which will be a valid driver's license. 6. No questions will be permitted during the site visit; all questions shall be submitted in writing.
7. Questions submission: To be determined on the posted solicitation
8. Responses to all questions will be posted on the government wide point-of-entry site, SAM.gov. The Government will only respond to timely written questions received via email. 9. All prospective offerors are permitted to take notes. Photos, drawings, and measurements are not permitted during the site visit. 10. Contractors are urged and expected to inspect the site where services are performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. 11. Person(s) attending the Site visit are requested to arrive at the Fort Belvoir Tulley Gate Visitor’s Center to obtain passes no later than 15 minutes prior to the start of the site visit to allow time to process through the multiple levels of security. 12. Kevin Tabor will meet you at the Visitor’s Center. Kevin will provide directions for you to follow from the Visitor's Center to the WarU Campus. All visitors must follow the rules and regulations as well as direction of Government personnel. ************************************************************************************
UPDATE 26 AUGUST 2026: The purpose of this announcement is to notify parties interested in submitting reponses to the RFQ of the following:
- The current due date for quotes will be extended. Disregard the current due date of 31 August. The new quote due date has not been determined. - It is contemplated that a project to remove some number of trees will be added to the scope. - Questions have been received and the requirement owner is working through the responses. - A site visit will be coordinated. *********************************************************************************** This is a combined synopsis/solicitation. Quotes are to be submitted through the PIEE Solicitation module. Warfighter Acquisition University (WarU) requires grounds maintenance and snow/ice removal services for its Fort Belvoir campus. The total paved area is approximately 201,000 square feet and the total grass area is approximately four acres.
