Scope of Bid 1.1 The Procuring and Disposing Entity indicated in the Bid Data Sheet (BDS), invites Bids for construction of works as specified in Section 7, Statement of Requirements. The Procuring and Disposing Entity intends to use these funds to cover eligible payments under the Contract. 4 Eligible Bidders National Competitive Bidding Standard Bidding Document for Works 4 4.1 A Bidder may be a natural person, private entity, government -owned entity or any combination of them with a formal intent to enter into an agreement or under an existing agreement in the form of a joint venture, consortium, or association. 4.4 A Bidder that has been debarred from participating in public procurement in accordance with Section 79 of the Act, at the date of the deadline for Bid submission or thereafter, shall be ineligible. 4.5 Government-owned enterprises shall be eligible if they can establish that they are legally and financially autonomou s and are not a dependent agency, directly or indirectly, of the Procuring and Disposing Entity or the Government of Malawi.
