1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

2. Information on the Project

Project Description:

The European Bank for Reconstruction and Development (EBRD/the Bank) is considering providing a loan of up to EUR 12 million and a grant of up to EUR 6 million to the City of Rivne (the Client) to finance energy efficiency, renewable energy and energy security measures in up to 24 key social infrastructure facilities such as hospitals, kindergartens, schools, and war veteran rehabilitation facilities. The Project will include installation of PV panels with combined electrical capacity of up to 1.4MW in 12 locations, battery energy storage systems with combined capacity of up to 0.65MWh in 3 locations, and heat pumps with combined thermal capacity of 1.3MW in 8 locations, in addition to other energy saving measures. The Project will include the installation of photovoltaic panels with combined electrical capacity of up to 1.4 MW in 12 locations, battery energy storage systems with the combined capacity of up to 0.65 MWh in 3 locations, and heat pumps with combined thermal capacity of 1.3 MW in 8 locations, in addition to other energy saving measures.

The following contracts will be procured:

1. Project Implementation Support consultancy services

2. Installation of heat pump & solar power plant and reconstruction of hot water system in Medical Facilities

3. Energy performance contract (9 public buildings)

- Full thermal modernisation of 2 Educational Facilities; and installation of IHS, solar power plant and heat pump for 1 Sports School - Full thermal modernisation of 1 Kindergarten; and reconstruction of swimming pools in 2 Educational Facilities incl. installation of heat pumps and solar power plant - Full thermal modernisation of 2 Educational Facilities; and installation of IHS, solar power plant and heat pump for a Sports School

4. Energy performance contract (12 public buildings)

- Full thermal modernisation of 2 Central Hospital Facilities; and installation of solar power plant, BESS and ventilation in 1 Swimming Pool - Full thermal modernisation of 3 Kindergartens; and . installation of IHS and reconstruction of 1 Swimming Pool - Thermal modernisation of 4 Medical Facilities incl. installation of IHS, solar power plant and BESS Estimated Total Project Value 19,700,000.00 Currency EUR Procurement Type Works,Consultancy Estimated Start Date of Procurement 10/08/2026.

3. Other Information

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP).
