Totalberedskap på tvers av landegrenser - Kommuner og fylkeskommuner i grenseoverskridende samhandling for styrket beredskap og motstandskraft. KS ønsker å utrede hvilket potensial som ligger i å utvikle totalberedskap gjennom samarbeid på tvers av landegrensene, og ønsker tilbud på et FoU-prosjekt som skal svare ut følgende problemstillinger:
- Hvordan kan kommuner/fylkeskommuner på norsk og svensk side utvikle et felles rammeverk for beredskap og krisehåndtering som sikrer effektiv samhandling ved grenseoverskridende hendelser? - Hvilke potensielle gevinster vil et slikt utvidet samarbeid over grensen på beredskapsområdet gi for kommuner, fylkeskommuner, innbyggerne og andre beredskapsak.
Prosjektet skal ha både strategisk og operativt perspektiv på beredskapsarbeidet underveis. Herunder spesielt se på hvordan kommunenes operative redningsressurs brann og redning kan bidra til å styrke kommunenes samlede beredskapsevne på tvers av landegrensene, spesielt i situasjoner høyt i krisespekteret.
