KS etterspør en erfaren prosess- og fasiliteringspartner som kan bidra til å utvikle, gjennomføre, evaluere og videreutvikle en pilotklasse i et topplederprogram for kollektivt lederskap forsystemendring. Målgruppen er toppledere i stat og kommune. Programmet skal gjennomføres i 2027, og utvikles i tett samarbeid med deltagerne. Pilotklassen skal teste ut innhold, arbeidsform og læringsopplegg, og deltagerne skal gi innspill som danner grunnlag for videre utvikling av et mer komplett og varig programtilbud. Hovedmålet er å bygge et læringsfellesskap for kollektivt lederskap som evner å ta nye, systemrettede og tverrsektorielle initiativer knyttet til spesifikke samfunnsutfordringer. Over tid skal de enkelte kull/årganger bygges sammen til et større fellesskap gjennom mentorordninger og ulike alumni-aktiviteter
