1. Background and Purpose
HPPI is implementing Project Sashakt, an EU-supported initiative strengthening women-led handloom cooperatives and improving livelihoods for women weavers in Assam, using a Local2Global approach to market access. HPPI is seeking an Assam-based branding and design consultant/agency to build market-ready brand identities for cooperative products and the capacity of cooperatives to use and promote them — covering brand identity, naming, logo and packaging design, brand guidelines, and capacity building — to position products for wider regional, national and international visibility and strengthen the long-term sustainability of Assam's handloom sector.
2. Scope of Work
- Product Development & Diversification: work hands-on with a representative sample of weavers to assess current product range, quality and design variety, and pilot feasible new designs, variants or product use-cases within existing skills, looms and materials — establishing a sufficient, market-ready product range ahead of full brand rollout. - Brand discovery: consult HPPI, cooperatives and artisans; study existing products, weaving traditions and motifs; assess current market positioning, branding gaps and differentiation opportunities in domestic and international markets. - Brand development: create brand concepts, positioning and identity language; develop names for cooperative brands/product lines reflecting Assamese heritage and market relevance; design logos, typography, colour palettes, motifs, packaging concepts and product labels/tags. - Branding toolkit: produce practical, reusable guidelines and templates — logo usage, packaging, social media, product catalogues and exhibition materials — for cooperatives to apply independently. - Capacity building: run training workshops for cooperatives on brand usage and communication, and provide hands-on implementation support and mentoring during rollout across packaging, exhibitions, social media and product communication. - Market promotion support: develop promotional materials for exhibitions/market events; advise on digital brand presence and storytelling; support Local2Global positioning for national and international audiences.

4. Required Qualifications and Experience
- Proven experience in branding, communication design and visual identity development, with a strong design portfolio. - Experience in product or textile design/diversification support for artisan producers at a nascent or early production stage — working within existing skills, looms and materials, in addition to branding expertise. - Prior work with handloom, handicrafts, artisan collectives, MSMEs or rural enterprises preferred; strong understanding of Assamese culture, textiles and local markets. - Experience in packaging design, market-oriented branding, and conducting training/capacity-building workshops.

7. Reporting and Expected Impact
The consultant/agency will report to HPPI's designated Project Lead, work closely with cooperative representatives, and join weekly progress review meetings. The assignment is expected to deliver a stronger market identity, greater product visibility and sales potential, enhanced entrepreneurial capacity among women weavers, and a more sustainable handloom ecosystem through strategic branding and storytelling.
8. Ethics and Confidentiality
The consultant/agency must ensure ethical, consent-based data collection with cultural sensitivity, particularly when engaging women weavers. All data and reports remain the property of HPPI and must be kept strictly confidential, with no external use.
