Details

De huidige Wmo-maatwerkovereenkomsten voor dagbesteding zijn niet langer passend bij de actuele wet- en regelgeving, jurisprudentie en gemeentelijke beleidswensen. Het resultaatgericht indiceren waarop de overeenkomsten zijn gebaseerd, is door uitspraken van de Centrale Raad van Beroep niet toegestaan. Daarnaast tonen interne signalen en interne onderzoek aan dat de huidige opzet risico’s kent voor rechtmatigheid, doelmatigheid en kwaliteit van zorg. Ook sluiten de bestaande overeenkomsten onvoldoende aan bij nieuwe wensen, zoals verbeterde regie op ureninzet, het gebruik van het HHM-normenkader en de wens om de nieuwe Wmo Contractstandaarden toe te passen. Hierdoor is besloten om de huidige overeenkomsten vervroegd te beëindigen per 1 augustus 2027 en een nieuwe procedure te starten.
