The Government of Kenya (GoK) has received funding from the World Bank towards the cost of Second Kenya Social and Economic Inclusion Project (KSEIP -2) , and intends to apply part of the proceeds toward payments under the contract for consulting services. The Program has three key result areas; Building human capital of children and adolescents aiming to expand social protection to vulnerable Kenyans during childhood and adolescence through scaling up the existing Nutrition Improvement through Cash and Health Education (NICHE) program, which targets malnutrition among poor households with pregnant or lactating women or children under age three, as well as increasing educational attainment and preventing teenage pregnancy among poor and vulnerable adolescents; Building Climate and Economic Resilience of Adults by supporting working-age adults from poor households to emerge from poverty, save for the future, and gradually become self-sufficient by scaling up the existing Economic Inclusion Program (EIP) from five up to twenty- counties, and providing additional support to a subset of EIP beneficiaries to adopt climate resilient livelihoods and linking EIP graduates to contributory social insurance schemes; and Advancing Systems and Strengthening Adaptive Social Protection by supporting enhancements to systemwide reforms to increase the overall efficiency, impact, and climate-shock responsiveness of SP programs and delivery platforms

The assignment aims to develop, enhance, and deploy a scalable, secure, and user-friendly CCTPMIS that supports end-to-end programme administration, including eligibility assessment, communication, payments, grievance redress, monitoring and evaluation, and reporting objective of this assignment is to provide specialized full-stack software The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations of September 2023, setting forth the World Bank’s policy on conflict of interest. The State Department For Social Protection & Senior Citizen Affairs now invites eligible individual consultants to submit Expressions of interest for consideration. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to provide the services. The short listing criteria will be as indicated in the TORs. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers.
