Name of Activity: Systems Analyst to Conduct an Assessment of Jamaica National Insurance Software System (JNISS) to Implement the Unemployment Insurance.

The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services for an assessment of JNISS to implement the Unemployment Insurance. Objective of the Consultancy: The primary objective of this consultancy is to conduct a system needs assessment and gap analysis of the existing JNISS, and to develop a systems requirements document to guide the adaptation and upgrading of the system, as needed, for UI implementation, including its ability to capture, process, and report UI-related data. Duration of the Consultancy: The Consultant is expected to work for an estimated 90 business days over eight (8) months. If not located in Jamaica, the Consultant will be expected to travel to Jamaica to meet with stakeholders, gather information. Selection Method: Individual Consultant Selection Method as set out in the Procurement Regulations. The evaluation will be based on academic, technical expertise and experience as detailed in the Terms of Reference. Availability of the Documents: The detailed Terms of Reference (TOR) for the consultancy will be available for download by Friday, on the following Government website: www.gojep.gov.jm

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
