Das Tiefbauamt des Kantons Zürich, nachfolgend TBA ZH oder Auftraggeber genannt, beschäftigt rund 500 Mitarbeitende. Der Grossteil der Beschäftigten arbeitet im öffentlichen Strassenraum resp. im Strassenunterhalt und benützt Nutzfahrzeuge der Kategorien C1/C1E und C/CE. Somit evaluiert das TBA ZH mit der vorliegenden Ausschreibung ein Unternehmen, mit dem ein Rahmenvertrag für die Beschaffung von Fahrschul Dienstleistungen abgeschlossen wird. Der Rahmenvertrag beinhaltet die Fahrausbildungen der Kategorien C1/C1E und C/CE (Theorie- und Praxisstunden). Den Zuschlag erhält demnach ein Unternehmen, welches die Eignung gem. Teil B erfüllt und das vorteilhafteste Angebot gemäss den Zuschlagskriterien in Teil A erreicht.
