Details

Council is seeking a provider to supply and deliver kitchen caddy liners on an ongoing basis as required, as part of its new Food Organics Garden Organics (FOGO) collection service that will commence on 1 July 2027.

Council will provide every household in the Blue Mountains Local Government Area (LGA) with a kitchen caddy that residents can use to place their food scraps in and carry them to their green kerbside FOGO bin. This caddy will be supplied with a pack of caddy liners that will help keep the caddy and green bin clean and make it easier for residents to transfer their food scraps from their caddy into their green bin.

The caddy and the pack of liners supplied with it during rollout of the service will be provided by the FOGO collections contractor. This procurement is for the ongoing supply of liners that will be made available at Council sites and for delivery.

Background information / Compatibility requirements

The liners must meet all of the following specifications:

  • certified Commercial Compostable to Australian Standard (AS) 4736-2006;
  • compatible with 7-litre non-vented kitchen caddy manufactured by Source Separation Systems;
  • 8L singlet bag (with handles) with double-gusset base and a minimum thickness of 18-20 microns;
  • minimum 12-month shelf life;
  • green in colour;
  • fixed print area of 170mm width x 329mm height black print branded with logo and messaging (design to be provided);
  • supplied and distributed in rolls/bundles containing approximately 150 liners;
  • rolls/bundles may have an approved marketing wrap;
  • rolls/bundles packed in boxes able to be lifted by one person safely;
  • boxes clearly labelled with an expiration date; and
  • orders delivered to Council’s South Street Works Depot, 2–38 South St, Katoomba, as required.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Providing residents with caddy liners to assist their utilization of Council’s FOGO collection service will help ensure that FOGO is converted to compost to enrich soil for gardens and crops, rather than being wasted in landfill where it would generate greenhouse gases and leachate.
