Contract Title: Supply and install six (6) new land- based Automatic Weather System (AWS)

The Independent State of Samoa has received financing from the World Bank toward the cost of the PREPARE , and intends to apply part of the proceeds toward payments under the contract for Supply and install 6 new land-based AWS. This contract will be jointly financed by Systematic Observations Financing Facility (SOFF). Bidding process will be governed by the World Bank and the Government of Samoa’s rules and procedures.

The Ministry of Natural, Resources and Environment (MNRE) now invite sealed bids from eligible bidders for the goods and service required.

Supply, installation, commissioning, and support of up to six (6) internationally compliant Automatic Weather Stations (AWS), including sensors, data loggers, power supply systems, communications infrastructure, meteorological enclosures, necessary civil works, training, documentation, maintenance and warranty. Up to six (6) Automatic Weather Stations (AWS), including all necessary sensors, data loggers, power supply systems and associated infrastructure Samoa – Upolu and Savai ‘i, at locations identified and confirmed by the Government of Samoa/Samoa Meteorology Division. Site suitability must comply with WMO-No. 8 Annex 1.D siting classifications. The successful bidder shall undertake the inception, site assessment, civil works, supply, installation, training and commissioning activities in accordance with the agreed work plan and implementation schedule. Specific commencement and completion dates will be confirmed by the Government of Samoa. The bidder must have proven experience in the supply, installation and commissioning of hydrometeorological AWS and demonstrate at least three internationally recognised successful AWS projects. The equipment must comply with relevant WMO standards and international requirements, including applicable calibration requirements.

Bidding will be conducted through the International Competitive Procurement procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (“the Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Guidelines.

Interested eligible bidders may obtain further information from MNRE, Samoa Meteorology Service, Dr Afaese Luteru Tauvale - [contact details removed] and inspect the bidding documents during office hours from 0900 to 1700 hours at the office Mulinu’u Peninsula, Mulinu’u, Apia, Samoa.

Bids must be delivered to the address below by no later than 11am, Monday 21st September 2026. It may also be submitted electronically via the Ministry of Finance’s Tenderlink Portal: http://portal.tenderlink.com/mof_samoa/ . Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on Monday 21st September 2026, at 11am .
