Details
The United Nations Support Mission in Libya (UNSMIL) intends to identify suitable premises in Benghazi, Libya, for use as combined office and residential accommodation for UNSMIL personnel. UNSMIL invites interested property owners, landlords, property management companies and other qualified entities to submit an Expression of Interest (EOI) for the provision of a secure, functional and suitably located compound that meets the requirements outlined below. The premises are expected to provide residential accommodation for approximately 12–15 personnel and office facilities for approximately 15 personnel, together with the necessary security, parking, utilities and operational support facilities.
Specific Requirements/Information MINIMUM MANDATORY REQUIREMENTS 2.1 Location and Security
The proposed compound shall:
a. Be located within an area acceptable to the United Nations Department of Safety and Security (UNDSS) and within the applicable UNDSS-designated Green Zone/security-approved area in Benghazi. b. Have a secure perimeter wall with a minimum height of 3.5 meters.
c. Preferred standoff distance: 25–50 m from perimeter wall to main buildings, subject to UNDSS security assessment.
d. Have suitable and controlled vehicular and pedestrian access from an accessible public road. e. Have adequate means of emergency access and egress, including emergency exit arrangements appropriate to the layout and occupancy of the premises. f. Consist of hard-wall permanent buildings suitable for office and residential occupancy. Parking and Vehicle Facilities
The compound shall provide:
a. A minimum of 15 parking spaces within the secured compound for UNSMIL vehicles/personnel. b. An additional 5 - 10 parking spaces within the property or in an appropriate designated area. c. Adequate internal vehicle circulation and manoeuvring space. d. A suitable area for vehicle washing/car-wash activities, including appropriate water supply and drainage arrangements. Utilities and Infrastructure Electricity
The compound shall have:
a. A stable and reliable primary electricity supply. b. A suitable backup power source, such as generator(s), capable of supporting essential compound operations during interruption of the primary supply. c. Adequate electrical distribution infrastructure for the proposed office and residential occupancy. Water
The compound shall have:
a. A stable and reliable water supply. b. A backup or alternative water supply arrangement in case of interruption of the primary supply. c. On-site water storage capacity of not less than 30,000 litres. Wastewater and Sewage
The compound shall:
a. Be connected to the municipal sewage system. b. Have functional wastewater and drainage infrastructure appropriate to the intended occupancy and use (Desirable). e. Provide safe and accessible assembly point(s) within or adjacent to the compound for use during emergency evacuation. f. Ensure that electrical installations, distribution boards, wiring and associated systems are in safe and serviceable condition and do not present an unacceptable fire or electrical hazard. g. Ensure that kitchens, generator areas, fuel-storage areas, workshops and other higher-risk locations have appropriate fire-safety provisions suitable for the hazards present. h. Ensure that fuel tanks, generators and other combustible or hazardous installations are appropriately located and separated from occupied buildings, ignition sources and other sensitive areas in accordance with applicable safety requirements. i. Provide adequate access for emergency and firefighting vehicles, where practicable, including suitable access to the main buildings and critical utility areas. j. Comply with applicable local fire, building, occupational health and safety requirements, as well as applicable United Nations fire and life-safety requirements. Where deficiencies are identified during the assessment, the property owner shall confirm willingness to undertake the necessary corrective works and improvements, as agreed with UNSMIL, prior to occupancy. DESIRABLE / NON-MANDATORY FEATURES The following features are desirable and will be considered advantageous but shall not constitute mandatory requirements for participation in the EOI: a. Sufficient available land or open space within the compound to permit future improvements, installation of additional facilities, security enhancements or minor expansion. b. An existing functional CCTV surveillance system covering entrances, perimeter areas and other relevant locations. c. Existing infrastructure that can readily accommodate additional security equipment, communications equipment, generators, fuel storage or other UNSMIL operational requirements. d. Flexibility of the property layout to allow internal modifications or reconfiguration to meet UNSMIL operational and security requirements. GENERAL PROPERTY REQUIREMENTS
The proposed premises shall:
a. Be structurally sound and in good condition. b. Be suitable for immediate occupation or capable of being made ready for occupation within a reasonable period. c. Comply with applicable local building, fire, health, safety and environmental requirements. d. Permit UNSMIL and UNDSS representatives to inspect and assess the property, including its buildings, utilities, security arrangements and surrounding area. e. Permit reasonable modifications required to meet United Nations operational, safety and security requirements, subject to agreement with the property owner. f. Have clear legal ownership or authorization permitting the respondent to offer the property for lease. INFORMATION TO BE PROVIDED BY INTERESTED PARTIES Interested parties should provide, at a minimum: 1. Name and contact details of the property owner or authorized representative.
2. Exact location and address of the proposed property
3. GPS coordinates of the property
4. Evidence of ownership or legal authority to lease the property
5. Site plan or layout showing the compound boundaries, buildings, entrances, parking areas and major facilities, where available.
6. Total compound/site area in square metres
7. Total built-up area and approximate usable office and residential areas
8. Number and type of rooms/buildings available
9. Number of bedrooms and bathrooms
10. Details of available office space
11. Details and number of parking spaces
12. Height and type of perimeter wall/fencing
13. Approximate standoff distances from public roads and surrounding properties.
14. Details of electricity supply and backup power systems
15. Details of water supply and available water-storage capacity
16. Details of sewage and wastewater connections
17. Details of existing or potential fuel-storage facilities
18. Details of fire-detection, alarm and firefighting systems/equipment
19. Details of existing security infrastructure, including CCTV, access control, guard facilities and window protection. 20. Photographs of the exterior, perimeter, entrances, offices, accommodation areas, parking, utilities and other relevant facilities. 21. Details of any modifications or improvements the owner would be willing to undertake to meet UNSMIL requirements. 22. Confirmation of the property’s availability and proposed timeframe for handover/occupation. PROPERTY ASSESSMENT Properties identified through this EOI may be subject to further assessment by UNSMIL, including, as applicable:
- Technical and engineering assessment;
- UNDSS security assessment;
- Fire and life-safety assessment;
- ICT/communications assessment;
- Environmental and occupational health and safety assessment; and
- Verification of legal ownership and relevant property documentation.
Any modifications or corrective works identified during these assessments may be discussed with the property owner prior to proceeding with any subsequent solicitation or lease arrangement.
