Supply and Delivery of Pre-Mixed Concrete

Council is inviting submissions for the supply & delivery of pre-mixed concrete for the period 1 January 2027 to 30 October 2029 with the possibility of a further 2 x 12 month extensions, solely at Council's discretion.

Council’s objective is to compile a list of "Approved Suppliers" offering Pre-Mixed Concrete to Council, at certain fixed prices for the stated period.

The manufacture and supply of concrete shall be in accordance with R53, TfNSW 3211, TfNSW 3201 and TfNSW 3222 standards unless noted otherwise and supplied per Australian Standard AS 4911 and AS1379.

During the period as materials are required, a Supplier from the Approved Suppliers list will be contacted regarding availability of materials. If the materials are available in the stated timeframe, then Council will engage the supplier to deliver under a standing purchase order number.

It should be noted that members of the panel are given no guaranteed as to level of work. Works will be allocated subject to councils requirements. Where availability is a critical issue and members of the register are unable to undertake specific works within a stated time period, Council reserves the right to engage other suppliers as required.

Background information / Compatibility requirements

Tenderers are required to quote FIXED rates per metre for the range of products available from the batching plant and undertake to provide required delivery documentation to support invoiced services.

A Tenderer must have facilities for accurate weighing and determination of load size.

Council reserves the right to sample any load supplied under this specification, and submit same for testing at an N.A.T.A. registered laboratory.

Council applies the right to recoup costs when the supplier is more than 30 minutes late. This only applies to orders placed and confirmed 24 hours prior to delivery and does not apply to work booked and confirmed on the day.

Any waiting time added to the order docket by suppliers must be acknowledged on all copies of delivery dockets by a Ballina Shire Council representative on site.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): A condition of service is that any invoice submitted must be accompanied by compliant delivery dockets.

Each delivery docket must:

• Comply with AS1379:2026 and any additional requirements of the relevant TfNSW specifications, where specified in the Contract, unless otherwise expressly stated in the contract.

• Include delivery address

• Include Councils Work Order number as supplied by Council staff when booking supply.

• Include Volume/Weight quantity of delivered items

• Include the time contractor arrived at site

• Include the time contractor departed site

• Detail any waiting time (in 5 minute increments)

• where applicable, detail any quantity of concrete rejected or returned to the supplier

Dockets must be acknowledged by a member of Council staff on site by printing their name on the docket and delivery drivers must provide a copy of the acknowledged docket to the Council staff on site, and an acknowledged copy must accompany invoices submitted for payment.

The tenderer confirms that all invoices submitted for payment processing will be accompanied by compliant delivery dockets for all invoice items (refer B6.1 - Payment Support)

Please demonstrate your experience and capability in the effective supply and delivery of pre-mixed concrete to civil construction projects and provide references to clients you have recently serviced.

Please provide location details of batching plants you would intend sourcing supply from as well as the standard operating days/hours of each.

Please advise business names and ABN's of any sub-contractors you may engage.

Please demonstrate your knowledge and experience with conditions in the Ballina Local Government area and/or surrounding areas as well as positive social impacts your organisation has had in conducting business the Ballina Local Government area and/or surrounding areas

Please provide valid Certificates of Currency for the following insurances:

- Public Liability Insurance - Workers Compensation - Comprehensive Vehicle and Plant
