The Inter-American Development Bank (IDB) invites specialized consulting companies to submit their proposals to develop the strategic diagnosis and master plan for the strengthening of the regional system of integrated solid waste management in the Central Region of El Salvador.

The general objective is to structure a new regional waste management model aligned with the policy of the National Solid Waste Authority (ANDRES), the Special Law on Waste Collection, Treatment and Final Disposal and the principles of circular economy. The consultancy will deliver conceptual designs and pre-investment studies (preliminary projects) with the level of technical, logistical and financial detail necessary for the Government of El Salvador and the IDB to directly prepare the terms of reference for the contracting of the executive design and construction of the works.

1. Technical scope of the regional system

Comprehensive chain management: Evaluation and functional design of the infrastructure from generation to final disposal, including temporary storage, containerization, collection, transport and transfer.

Recovery and treatment: Strategic infrastructure for the separation/recovery of recyclable materials and the treatment of organic waste.

Final disposal and support: Adaptation and expansion of sanitary landfills, new cells, complementary works, machinery, vehicle fleet and auxiliary operational equipment.

Financial sustainability: Analysis of the cost structure, logistical efficiencies, mechanisms for gradual cost recovery, guidelines for future tariff schemes and financing schemes or participation of the private sector.

2. Specific objectives and key activities

Strategic diagnosis and baseline: Survey of the existing physical and operational inventory, evaluation of installed capacities, identification of bottlenecks and interpretation of the spatial distribution and generation of waste in the Central Region.

Analysis of alternatives and investments: Comparative evaluation of technical, territorial, environmental and economic options to define the location, capacity, sequence and functionality of the required infrastructure.

Formulation of the master plan: Definition of the system's development vision with short-, medium- and long-term implementation horizons, together with the roadmap for institutional strengthening and risk management.

Pre-investment studies and preliminary projects: Preparation of conceptual designs for the prioritized works, including projected demand, distribution of surfaces, sizing criteria, operational processes and estimation of investment costs and O&M.

3. Key inputs for the investment cycle

Definition of bidding parameters: Preparation of conceptual specifications and functional requirements to directly tender the subsequent phases of detailed design and execution of works.

Planning of future requirements: Identification of site-specific studies, processing of environmental licenses and required permits before the construction phase.
