McKinlay Shire Council invites your firm to submit a written quotation for the provision of specialised consultancy services to develop a comprehensive, forward-looking Sport and Recreation Plan.

1. Project Overview & Background

Council is committed to fostering active, healthy, and connected communities across our region. To ensure our sport, active recreation, and community infrastructure effectively meet current and future needs, Council is seeking an experienced consultancy firm to undertake a complete review and redevelopment of our strategic framework for sport and recreation.

To assist in understanding our contextual foundation and strategic alignment, Council will provide successful respondents/tenderers with copies of:

2. Scope of Services

The successful consultant will be required to deliver an end-to-end plan, incorporating the following core stages and tasks:

1. In-Region Site Inspection & Facility Assessment

o Conduct an on-site visit to the region to inspect existing sport, recreation, and community facilities (including sports grounds, arenas, aquatic centre, indoor spaces, tennis courts, gym, parks, and trails).

o Assess facility condition, functionality, spatial coverage, maintenance/lifecycle status, and opportunities for upgrading or multi-use optimisation.

2. Strategic Direction & Alignment

o Review relevant local, regional, and state sport and recreation policies, funding guidelines, and demographic trends.

o Align proposed strategy directly with Council’s overarching Strategic Plan and regional priorities.

3. Community & Stakeholder Engagement

o Design and execute a robust community consultation strategy targeting local residents, sporting clubs, community groups, schools, Health Service and key regional stakeholders.

o Conduct online and physical surveys, public workshops/drop-in sessions, and targeted interviews with key sporting association representatives and community members.

o Engage regularly with appropriate Council Staff and Elected Members to identify current and future needs for Sport and Recreation across the Shire

4. Executive Presentations & Governance Engagement

o Attend an initial on-site meeting to present preliminary findings, scope alignment, and key emerging themes to Council's Senior Executive Leadership Team and Elected Members.

o Attend an on-site meeting upon completion to present the final draft plan and executive briefing prior to formal Council adoption.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits):

Deliverables & Final Documentation

o Submit an initial draft for Council review and feedback.

o Provide ten (10) professionally bound, high-quality hard copies of the final Sport and Recreation Plan for Council distribution.

Before you bid on this tender

A quick checklist to help you decide whether to bid and prepare a compliant submission for this sports, recreation & events opportunity. Always verify the details on the official source.

  • Confirm the exact closing date and time (and time zone) on the official portal — deadlines are strict and can be revised by a corrigendum.
  • Read the full notice and every attached document, including the scope, specifications and any bill of quantities or terms of reference.
  • Check the eligibility criteria — prior similar experience, annual turnover, certifications and registrations — and make sure you qualify before investing effort.
  • Prepare any earnest-money deposit (EMD) or bid security and the required formats early; missing or wrongly-formatted documents are a common cause of rejection.
  • Note how bids must be submitted (online or physical), in what format, and whether a digital signature or portal registration is required.
  • Watch for corrigenda and clarifications right up to the deadline — requirements and dates can change.
