1. The General Directorate of Turkish State Railways (TCDD) has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the TCDD Railway Maintenance Modernization Project and intends to apply part of the proceeds toward payments under the contract named above. 2. The General Directorate of Turkish State Railways (TCDD) now invites sealed Tenders from eligible Tenderers for the procurement of 8 pcs. of Switch Tamping Machines and 11 pcs. of Tamping Machines (Continuously Action with 32 tamping tines). The Goods shall be delivered within twelve (12) to thirty -six (36) months following the date of the signing of the Contract, as specified in Section VII of the Tender Document , and the Related Services shall be completed within thirty-six (36) months. The Final Destinations (Project Sites) are the TCDD Regional Directorates’ Mechanical/Road Mechanical Workshop Directorates specified in the Tender Data Sheet (TDS) of the Tender Document. Provisions for development of domestic industry (a margin of domestic preference) shall apply and are detailed in Section III of the Tender Document.

3. Qualification requirements include

After determining the substantially responsive Tender which offers the lowest-evaluated cost in accordance with ITT 34, and, if applicable, the assessment of any Abnormally Low-Priced Tender (in accordance with ITT 36), the Purchaser shall carry out the post- qualification of the Tenderer in accordance with ITT 37, using only the requirements specified. Requirements not included in the text below shall not be used in the evaluation of the Tenderer’s qualifications.

(a) Financial Capability: The Tenderer shall submit audited financial statements or, if not
