The Government of Mozambique (GoM) has obtained financing from the World Bank to finance the cost of the Green Energy Corridor Project. The funds were channeled through Electricidade de Moçambique, E.P (EDM) as the Project Implementing Agency, which intends to apply part of the funds to individual consulting services. The individual consulting services (“the Services”) include technical assistance to the project implementation team in meeting social requirements in accordance with the financier’s standards as well as national legislation. The consultant will work full time for a period of 54 months, with an expected start date of January 2027. Electricidade de Moçambique, E.P. (EDM) invites eligible Individual Consultants (“Consultants”) to express their interest in providing the Services. Interested Individual Consultants must submit CVs with information demonstrating that they possess the necessary qualifications and relevant experience to perform the services. The selection criteria are as follows: (i) Bachelor’s degree or higher in Sociology, Social Science, Anthropology or a related discipline; (ii) A minimum of 7 (seven) years of progressive professional experience in social development, stakeholder engagement, and in the design and implementation of Grievance Redress Mechanisms (GRM); (iii) Proven experience in carrying out social impact assessments and management plans, including vulnerability analysis; (iv) Proven track record of success in managing social risks and implementing Resettlement Action Plans (RAP), Livelihood Restoration Plans (LRP) and Labor Management Procedures (LMP) in at least 2 (two) large-scale infrastructure projects; (v) Demonstrated practical experience in applying the World Bank’s Environmental and Social Framework (ESF), Operational Policies or Performance Standards, with at least one prior experience supporting risk management in projects financed by the World Bank or other International Financial Institutions (IFIs), including delivering training programs and communicating social aspects to diverse audiences; (vi) Deep and verifiable working knowledge of Mozambique’s environmental, social and land legislation, with a proven track record of prior project execution in Mozambique, possessing established experience in conducting local institutional administrative processes and effectively engaging with Mozambican local authorities; (vii) Advanced and fluent command (oral and written) of the Portuguese and English languages, mandatory for daily engagement with stakeholders, field operations and preparation of technical reports, with proficiency in the local languages spoken in Tete Province being a highly distinct advantage. The attention of interested consultants is drawn to Section III, items 3.15, 3.16 and 3.17 of the Procurement Regulations for IPF Borrowers, 7th edition of September 2025, which sets out the World Bank’s policy on conflicts of interest.

The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
