The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) main objective is to ensure compliance with national and World Bank’s environmental and social standards in carrying out civil works and other activities (1 Individual Consultant). The estimated duration of the assignment is until December 31, 2030 (project closing date). The estimated total budget is approx. 108,812 EURO . The contract might be extended or not according to MoJ management decision, depending on MoJ needs and consultant’s performance. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for CV. The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as below:

Qualifications and skills – 20 points:

University studies in a relevant area (psychology/sociology/other social sciences), completed with a master's degree; PhD degree in a relevant area is highly preferred; Knowledge of relevant national legislation relating to ES matters and the World Bank Environmental and Social Standards; Excellent writing skills, ability to prepare clear and attainable reports; Strong facilitation skills, ability to conduct discussions and to respond to various feedback/questions; Good command of both Romanian and English languages; Computer literate in Microsoft Office (Word and Excel).

General Professional experience – 20 points: at least five (5) years of professional experience in assignments related to social assessment;

Specific Professional experience – 60 points: Demonstrated experience in working with World Bank Environmental and Social Standards; Demonstrated experience for supporting, advising and/or collaborating with public institutions on environmental and social standards / sustainable development etc.; Practical experience in the field of monitoring and evaluation; Experience with international organizations is highly preferred.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In order to be able to charge the Client for the activities performed under these terms of reference, the expert must be a person authorized under the Law 300/2004 regarding the authorization of individual persons and family associations to carry out independent activities. A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
