The Government of Ghana has received a loan of USD 300 million from the World Bank toward the cost of financing the SECONDARY EDUCATION TRANSFORMATION FOR ACCESS, RELEVANCE AND RESULTS FOR JOBS PROJECT to expand access to, and improve the quality and relevance of secondary education in Ghana. The project activities are organized under three interrelated components: Component 1 expands and rehabilitates physical infrastructure to eliminate the double-track system and extend equitable access; Component 2 strengthens teaching quality, TVET relevance, and the availability of learning resources to improve outcomes and labor market alignment; and Component 3 builds the data systems, school leadership capacity, and accountability mechanisms that consolidate access gains and embed quality improvements in system behaviour - ensuring that the project's investments are sustained beyond the project period. Component 1: Increase equitable access to Secondary Education
1 Construction of 10 new Senior High Schools (SHS) and Technical and Vocational Institutions (TVI)
2 Upgrade of 50 SHS/TVIs
3 Rehabilitation of 150 SHS/TVIs
4 Procurement of Furniture for SHS and TVIs
5 Procurement of Science Laboratory / Workshop Equipment and Consumables for SHS and TVIs
6 Consultancy Services for Works
Component 2: Improve the quality and relevance of programs in SHS/TVIs
7 Procurement of Textbooks for SHS/TVIs
8 Digitization of Textbooks and other Learning Materials for upload to I-Box/Digital Tools
Component 3: Strengthen systems, communications, and evidence-based decision-making
9 Procurement of Consultancy Services (Firms and Individuals)
10 Strengthening of Data Systems (EMIS upgrade, operation, maintenance, and integration with school mapping)
Procurement under the project will be carried out in accordance with the World Bank "Procurement Regulations for IPF Borrowers" (Procurement Regulations), 7th Edition, dated September 2025, and the "Guidelines on Preventing and Combating Fraud and Corruption in Projects financed by IBRD Loans and IDA Credits and Grants", dated July 1, 2016, as well as other provisions stipulated in the Financing Agreement and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection. Specific procurement notices on contracts for bidding under the World Bank’s Competitive Bidding procedures as they become available on the World Bank external website; Public Procurement Authority Website; and publication in the National Newspapers of wide circulation.
