On-Site Inscription Services at Fort Snelling National Cemetery - MPS The purpose of this amendment is to address submitted questions and provide additional information. A revised Combined Synopsis/Solicitation (CSS) and revised Attachment F Drawings are provided. The revised CSS includes updates and clarifications to the sample requirements and inscriptions. Attachment F Drawings has been revised to include the Emblems of Belief document. The response due date and time remains 20 October 2026 at 1:00 p.m. CT. Note: There will not be a SF30 to sign for this amendment. Quoters shall provide a statement of acknowledgement and receipt of any and all amendments. Failure to acknowledge all amendments may result in the Interested Quoter being considered non-responsive and ineligible for award.

Clarification Reverse (R2) Inscriptions:

The unit price for U1, V1, W1, and other applicable upright headstones is all-inclusive when the front and reverse inscriptions are ordered together. A separate R2 line item shall not be charged in that circumstance. The R2 line item applies only when a reverse inscription is ordered separately on an existing upright headstone with a previously completed front inscription.

Questions and Answers:

Q: May samples submitted under previous solicitations be used to satisfy the sample requirements for the current open solicitations if those samples were previously approved by MPS? A: No. Samples submitted under previous solicitations do not apply to the current solicitations, and there is no provision to carry forward prior sample approvals. New samples shall be submitted in accordance with the requirements of the current solicitations. Q: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past? A: This requirement is a recompete. Information regarding prior awards is publicly available on SAM.gov. Quoters shall prepare quotations based on the requirements of the current solicitation. Q: Ktr 1: The solicitation permits use of a subcontractor s past performance with a teaming agreement but also requires the prime contractor s own past performance relating to the required service. May a prime contractor without prior onsite inscription contracts submit an acceptable quotation using a qualified inscription subcontractor s relevant experience, references, key personnel, and samples under a teaming agreement? If so, what past performance information must the prime provide? Ktr 2: Factors 1 and 2 permit subcontractor past performance with a teaming agreement but also require the prime s own relevant past-performance information. Is prior on-site inscription experience mandatory at the prime-company level, or may a prime without its own inscription history be considered using its other relevant contract-management experience together with the subcontractor s inscription references and qualified personnel? How would the prime s lack of inscription-specific past performance be evaluated? Ktr 3: Past performance: Can a prime without its own inscription past performance be considered when it submits a signed teaming agreement with an experienced inscription subcontractor? A: The Government will not make a prospective determination regarding the acceptability of a proposed teaming arrangement or quote. Quoters may use a subcontractor s past performance only if a teaming agreement is provided with the quote. However, the Prime Contractor must provide its own past performance information as required by Factor 2. A subcontractor s experience, past performance, key personnel, or samples do not relieve the Prime Contractor of any requirements applicable to the Prime Contractor under Factors 1 and 2 or the SOW, including, but not limited to, SOW Section 19.0. Quotes will be evaluated in accordance with the stated evaluation criteria. Q: Ktr 1: The solicitation uses CST, while SAM.gov lists the quote deadline as 1:00 p.m. CDT on October 20, 2026. Please confirm that the questions deadline is September 30 at 3:00 p.m. Chicago local time and that the quotation and physical samples deadline is October 20 at 1:00 p.m. Chicago local time.

A: Quotes and physical samples are due October 20, 2026, at 1:00 p.m. Central Time (CT). The Combined Synopsis/Solicitation has been revised accordingly. Q: Ktr 1: Please identify the applicable limitations on subcontracting and prime self-performance requirements, including how performance by a similarly situated small-business subcontractor would be treated and documented. Ktr 2: Prime staffing: Does SOW §19(b) require the stated 50% salaries/wages share to be paid to the prime s direct employees, or can work by a similarly situated small-business subcontractor count under FAR 52.219-14? A: Quoters are responsible for reviewing and complying with all applicable solicitation and SOW requirements, including, but not limited to, FAR 52.219-14, Limitations on Subcontracting, and SOW Section 19.0. Q: May the identified inscription subcontractor manufacture and inscribe the required samples for QLC s submission? If so, please confirm any identification or documentation requirements beyond those stated in the solicitation. A: The solicitation does not require the samples to be manufactured or inscribed by the Prime Contractor. However, use of a subcontractor does not relieve the Prime Contractor of compliance with any solicitation or SOW requirements, including, but not limited to, SOW Section 19.0. Samples shall comply with all identification, submission, and evaluation requirements stated in the solicitation. Q: The SOW requires setup within 25 calendar days of award, while the base period begins April 1, 2027. Please clarify the required mobilization and service-start dates if award occurs before that date. A: The 25 calendar day setup period begins on the contract effective date. The anticipated contract effective date and base period start date is April 1, 2027. Execution of the contract prior to the effective date does not begin the setup period.
