Sidewalk Snow Clearing

The City is seeking qualified contractors to provide equipment, operators and associated resources to undertake winter sidewalk maintenance services in support of accessibility objectives. The service is intended to supplement City forces and provide the additional capacity required to maintain up to approximately 80 kilometres of designated sidewalk routes. The length of the sidewalks for snow clearing may vary upwards or downwards based on requirements. Contractors will be responsible for delivering winter maintenance services that achieve defined service levels and response times in line with the City’s Winter Maintenance Policy route completion requirements, and accessibility outcomes established by the City. Although the City will be flexible in allowing the use of suitable equipment and related resources to meet the contract deliverables, proponents will be expected to demonstrate how they will achieve the required service standards, including equipment availability, operational readiness, staffing and contingency plans for equipment breakdowns and severe weather events. Contractors will bid based on the cost of providing complete winter maintenance of allocated sidewalks per storm, assuming a total of five (5) major storms (snowfall amounts equal to or exceeding 5 centimetres per storm). There will be no in person pre-submission meeting or site visit. There will be a video conference pre-submission meeting using Microsoft Teams regarding this competition on October 1, 2026 at 11 am., C.S.T. (SK) for any interested proponents.

Investigations, Surveys and Studies by Respondents Respondents are required to conduct their own due diligence in relation to all aspects of the project. Respondents are responsible for carrying out any independent investigations, surveys, and studies which they consider necessary or appropriate in connection with satisfying their due diligence responsibilities, at their own cost. Respondents are required to study City's Winter Maintenance Policy to understand the expectations. Heavy snow and icy conditions Regina winters typically see heavy snowfalls, windy conditions, snow drifting conditions, freezing rains, low temperatures, poor visibility, hidden obstacles under snow or ice. Caution must be taken at all times. As per the winter maintenance policy, there are timelines and level of service guidelines for the winter maintenance activities. Any rework required due to missed locations, initial poor-quality work should be immediately performed to correct the deficiency. Contractor and their operators should be aware of the shift work (day and night shifts) required and Equipment must be available 24 hours for all 7 days/ nights including on weekends and holidays, as the equipment and operators may be required due to changing weather conditions. Contractor will schedule times of their operators. Adherence to Winter Maintenance Policy and Instructions by City Designate One major reason for hiring contractors is to help City meet the service timelines and level of service standards specified for each road segment in the Policy. Contractor operators must keep this in mind when working on behalf of the City. Contractors must ensure the level of service standards for each road section under different conditions are met as per the Policy.
