The Government of Bangladesh is implementing the Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population (ISO) Project with World Bank financing. The Project Development Objective is to improve access to human capital services for vulnerable host communities and displaced Rohingya populations. Component 3, implemented by the Department of Social Services (DSS) under the Ministry of Social Welfare (MoSW), supports social care, child protection, and economic empowerment interventions for the Host Communities and Forcibly Displaced Myanmar Nationals (FDMN) in Chattogram Division. Under this assignment, DSS intends to strengthen the professional capacity of its social workers to provide inclusive, rights-based and person-centred services to older persons and persons with disabilities, including assessment, care planning, case management, referral, safeguarding and community-based support. Purpose To strengthen the knowledge, practical competencies and professional skills of DSS social workers in delivering quality, inclusive, rights-based and person-centered services for elderly persons and persons with disabilities (PWDs). The assignment will be implemented over Fourteen (14) months.

Objectives

The consultancy/training assignment shall: Enhance technical knowledge on ageing, elderly care and disability management. Build skills / competencies on: (i) case management and counselling skills, (ii) assessment of functional ability and care needs, (iii) disability-inclusive social protection. Enhance referral and coordination with health, rehabilitation and community services. Strengthen safeguarding, protection and ethical practice. Promote family and community-based care approaches. Improve reporting, documentation and digital case management. Build Training of Trainers (ToT) capacity within DSS.

The Department of Social Services now invites eligible consulting firms/NGOs (‘Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Core business and years in business, including at least 10 years of experience in social development and/or institutional capacity strengthening; Experience in successfully completed or substantially completed assignments of similar nature, size and complexity, particularly assignments involving training-needs assessment, competency-based curriculum development, Training of Trainers and large-scale training related to elderly care, disability inclusion, rehabilitation, social work, case management, safeguarding or community-based support; Experience in providing capacity-development services to government or public-sector institutions in Bangladesh or comparable country contexts; Experience in competency-based curriculum development Experience in developing and conducting post training evaluation Technical and managerial capability of the firm, including its organizational structure, permanent professional capacity, quality-assurance arrangements and capacity to manage large-scale training. Key Experts will not be evaluated at the shortlisting stage .

Consultants should submit:

Proof of legal establishment or registration in their country of origin; a brief firm/NGO profile, including its organizational and permanent professional capacity; Details of relevant assignments, including assignment name, client, country, implementation period, completion status, contract value, the Consultant’s role and a brief description of the services performed; Client references or evidence of satisfactory completion, where available; and The JV agreement or letter of intent to form a JV, if applicable. Detailed CVs of proposed experts are not required, as Key Experts will not be evaluated at the shortlisting stage .

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’, Fifth Edition, September 2023 (‘Procurement Regulations’), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications and capability and should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all members of the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants should briefly describe the respective roles of the JV members and/or subconsultants in carrying out the assignment. The qualifications and experience of subconsultants will not be considered in the evaluation of Expressions of Interest for shortlisting purposes.
