I FoU-prosjektet skal det gjennomføres en samfunnsøkonomisk vurdering av offentlige oppdragsgiveres plikt til å stille seriøsitetsbestemmelser i kontrakter etter anskaffelsesregelverket, slik som f.eks. krav til lønns- og arbeidsvilkår, begrensning av antall ledd i leverandørkjeden, krav til lærlinger mm. Det skal vurderes hvilke samfunnsøkonomiske konsekvenser det har å stille og følge opp seriøsitetsbestemmelser i offentlige kontrakter. Det skal videre vurderes om dagens fordeling av kontrollansvar er effektiv og hensiktsmessig, samt hvilke alternative modeller, tiltak og virkemidler som kan bidra til en mer kostnadseffektiv og målrettet oppfølging av bestemmelsene.
