INTRODUCTION
A. Background Rosa Power Supply Company Limited (“RPSCL”) is a wholly owned subsidiary of Reliance Power Limited and is a generating company as defined in Section 2(28) of the Electricity Act, 2003. RPSCL owns and operates a coal based thermal generating station of 1,200 MW capacity comprising of four units of 300 MW each at Village Chaudhera, Rausar Kothi, District Shahjahanpur, Uttar Pradesh. The project supplies 100% of its power to the State of Uttar Pradesh. In accordance with Applicable Law, RPSCL is required to procure 31 0,000 (Three Lakh Ten Thousand) Metric Tonne biomass pellets for cofiring (“Biomass”) along with coal, for running of the power plant. Accordingly, vide this e- Notice Inviting Tender (RPSCL/RPOWER/ NON-TORREFIED BIOMASS PELLETS 26-27 / Dated: 03.08.2026) (“e-NIT”), RPSCL invites Technical & Price bids from qualified bidders as per the terms of this e-NIT for supply and delivery of 310,000 metric tonne (“MT”) of Non-Torrefied Biomass Pellets (FY 2026 -27) (“ Tender”). Once selected, the Successful Bidder shall supply the biomass pellets on ‘Delivered at Place Unloaded (DPU)’ basis at Rosa Power Supply Company Limited Thermal Power Plant, Chaudhera, Rausar Kothi, Hardoi Road, Shahjahanpur, Uttar Pradesh (“RPSCL”) as per scope of supply and terms & conditions as specified in this e-NIT.
