Design and Delivery of the Youth Municipal Councils Induction Programme – “Youth Leadership, Local Governance and Civic Engagement” Round 3 – Youth Municipal Councils and Dedicated Accessible Training for Youth with Disabilities UNDP Libya in Partnership with the Ministry of Youth

Building on its longstanding partnership with the Ministry of Youth, UNDP continues to support national efforts aimed at strengthening youth empowerment, democratic governance, institutional capacity development, local governance, and inclusive participation.

As part of this partnership, UNDP and the Ministry of Youth are jointly launching the Youth Municipal Councils Capacity Building Programme, a national capacity development initiative designed to equip all newly elected Youth Municipal Council members with the knowledge, competencies, practical tools, and leadership skills required to effectively undertake their responsibilities.

Following the first two rounds of induction training delivered in July and August 2026, UNDP seeks to engage a qualified Training Service Provider to deliver the next round for Youth Municipal Council members from municipalities not reached in the previous rounds, and to provide a dedicated, accessible training track for youth with disabilities. The final number of participants, municipalities, training groups and venues shall be provided by UNDP and the Ministry of Youth before implementation.

The selected Training Service Provider will be responsible for developing a comprehensive induction package, delivering high-quality participatory training, deploying an experienced multidisciplinary training team, and producing reusable learning materials that will enable the Ministry of Youth to institutionalize the programme for future Youth Municipal Council election cycles. The next round will also apply the principle of Leaving No One Behind by providing a dedicated training track for youth with disabilities.
