Details

Background Information

Central Highlands Regional Council (CHRC) is seeking new gas chlorination systems at Rolleston WTP, Rolleston WWTP, Dame St WTP Springsure and Twin Tanks WTP Springsure. The works are divided into four (4) Separable Portions, with the requirements and price for each site identified separately.

The chlorination packages will differ in size, capacity, operating requirements and site arrangements. Each Separable Portion will have its own design and performance specification. Tenderers must assess each site individually.

3.1 Purpose of the early tender release

Council is releasing this RFT while the site designs are progressing. The 50% design for Rolleston WTP is included with the initial release. This early release gives suppliers time to understand the project, prepare their tender approach, begin consultation with manufacturers and specialist subcontractors, and get ready for the remaining Separable Portions.

Tenderers should use this period to explore suitable equipment options, confirm manufacturing capacity and delivery lead times, and identify matters requiring clarification from Council.

3.2 Progressive issue of design packages

The remaining site designs and performance specifications will be released by formal addenda over the next three to four weeks following the initial RFT release. Further information or revisions for Rolleston WTP may also be issued during this period. A table shows indicative availability targets. Council will confirm releases and any revised dates through addenda.

3.3 Staged delivery at Rolleston WTP

The Rolleston WTP chlorination works form part of a wider treatment plant upgrade that will be delivered in stages. The package includes pre-chlorination and post-chlorination within Separable Portion One (1). Installation of the new chlorination facility must be coordinated with the clear water tank works, associated pipework and other upgrade activities.

Some installation work may be completed before the new tank and pipework arrangements are ready for connection. Final connections, commissioning and transfer to the new chlorination system must therefore be planned around the readiness of the wider plant upgrade. The existing disinfection system must remain available until Council authorizes the changeover and the new arrangements are ready to operate safely.

Tenderers must allow for coordination with Council operations and other contractors, staged access, and a planned changeover that maintains treatment. The detailed staging requirements and interfaces will be provided with the Rolleston WTP design information and subsequent addenda.

Particulars of Goods and Services

4.1 Separable Portions

SP1 - Rolleston WTP - Gas chlorination at Rolleston WTP in a single facility providing both pre and post chlorination.

SP2 - Rolleston WWTP - Gas chlorination at Rolleston Wastewater Treatment Plant.

SP3 - Dame St WTP - Gas chlorination at Dame St WTP.

SP4 - Twin Tanks WTP - Gas chlorination at Twin Tanks WTP.

4.2 What Council requires from the market

Each Separable Portion is a complete design and construct package. The Contractor must take the relevant Council design information and performance specification through to a completed, operating chlorination system at that site. This includes coordinating all design, manufacturing, supply, installation and commissioning activities, including work undertaken by manufacturers and specialist subcontractors.

Design: Review the issued site information and performance specifications and develop the detailed design for the package in consultation with Council. Coordinate the building, civil, structural, mechanical, electrical, instrumentation and control disciplines required by that site package, including connections and interfaces with the existing plant.

Manufacture and supply: Arrange the manufacture or procurement of the equipment and components required for each site. Coordinate manufacturer input, confirm equipment suitability and lead times, and manage supply and delivery so that the complete package meets the agreed design and program.

Installation: Install and connect the chlorination system and complete the associated works allocated to the Contractor in the site package. Coordinate site activities with Council operations and other contractors, including access, shutdowns and changeovers needed to maintain treatment operations.

Commissioning and handover: Test and commission each site’s completed system, demonstrate that it meets the relevant performance requirements, and provide operator training, operating manuals and as-built information.

Council requires practical, reliable systems suited to each plant’s operating needs and able to be operated and maintained by Council personnel.

The individual site packages will define equipment duties, capacities, layouts, technical requirements and performance criteria. Supporting site information will be included as available.
