RFT 1571-2026 Electrification of WaterMarc and 1 Flintoff Offices

The Council is seeking Tenders from suitably qualified and capable contractors for the Electrification of WaterMarc and 1 Flintoff Offices at 1 Flintoff Street, Greensborough VIC 3088.

The scope of works generally includes but is not limited to construction activities involving:

• Mobilisation and site establishment.

• Set out of works.

• All works as per design drawings and specification.

• Decommissioning of redundant equipment.

• Ensuring the works are undertaken safely and in accordance with all Council and statutory safety requirements.

• The site will remain open to the public and users for the duration of the constructions works. The contractor is to schedule the works to provide minimal disturbance and shutdowns by completing work outside of business hours and over the weekend where necessary.

• Supply and installation of air source heat pumps.

• Supply and installation of thermal storage tanks.

• Upgrade of mechanical, hydraulic and electrical infrastructure.

• Building remediation works for disturbed areas.

• Liaison with AusNet to coordinate works.

• Location and protection of any underground and above-ground services in the works area.

• Site clean-up.

• O&M Manuals, As Built and handover documentation.

Background information / Compatibility requirements

In addition to the above, there will be a site visit on Tuesday 29 September at 10am and Thursday 1 October at 10am for contractors to assess the site conditions. While attendance is not mandatory, contractors are strongly encouraged to attend a site visit to understand the scope of the project and working within a live site.

Contractors must pre-register for attendance to a session through Vendor Panel and complete the visitor registration on arrival. Tenderers must meet the Project Engineer at 1 Flintoff Street Greensborough, next to the external flag poles. Note these will be the only opportunities to visit the site.

When you register with me on VendorPanel for the site visit/s, would you please confirm how many people will be attending, including any subcontractors.

This will make it easier to co-ordinate.

In addition to manually signing the register for the project manager, you will also be required to sign in to WaterMarc via a QR code, as you will be accessing parts of the building and operational plant areas. There is also an internal caged ladder that will need to be navigated to review some of the plant. If you have any bags/backpacks you will be requested to leave these at the bottom of the ladder, for safety reasons. Please ensure you wear appropriate clothing, including closed toes footwear.
