Gavi is a public-private partnership that helps vaccinate more than half the world’s children against some of the world’s deadliest diseases. If there are any changes to this time plan, Gavi will notify all Bidders of this in writing . Gavi Project The consultant for the Gavi Project will play a critical role in anchoring Gavi ’ s relevance in the context of Japan by reinforcing stakeholder engagement primarily with political leaders, stakeholders , and decision-makers that are relevant to policy shaping in Japan. The role requires a deep understanding of Japan ’ s institutional landscape , key decision-makers in Japanese po licy and political dynamics, and proven working experience with the aforementioned stakeholders. Scope of Work The requirement involves the following key activities : Anchoring Gavi ’ s relevance in the Japan context : Reinforce alignment between Gavi and Japan ’ s national priorities, including vaccine industry development, regional and global health diplomacy ensuring Gavi ’ s mission aligns with national leaders ’ thinking and priorities. Deep engagement with political leaders : Leverage proven record and working experience with political leaders to strengthen collaboration and implement policy-shaping advocacy. Strategic partnership managemen t : Manitain and expand relationship s with key stakeholders, including political leaders , non-government actor s, and facilitating high-level visits and meeting organization Monitor and advisory : Manitain and expand relationship s with key stakeholders, including Political leaders , non-government actors, and facilitating high-level visits and meeting organization Deliverables The following deliverables shall be produced through the completing these tasks : Engagement strategy and action plan for maintaining and strengthening Gavi ’ s presence in Japan Regular anchoring of Gavi ’ s strategic priorities with p olitical leaders , including updates and alignment with national priorities and health diplomacy agendas. Coordination and support for strategic visits, high-level missions, engagements between Gavi and Japanese political leaders. Regular updates and analys es on political, policy, budget developments affectin g ODA, global health, national vaccine industrial development. Documentation of meetings, outcomes, recommendations from high-level visits and partnership activities . Key Dates The following key dates apply : Kick-off meeting : 11 January 2027 – Project initiation and alignment on objectives Engagement strategy: 29 January 2027 – Submission of initial deliverables Mid-term review: 30 June - Progress assessment and adjustments Final report and wrap-up - 31 December 20 27 – Submission of all deliverables and project closure Duration of the Work The scope of work is expected to be finalised within 11 January to 31 December 2027 with possibility of extension. Location of the Work The scope of shall be performe d close to the stakeholders in Japan. Bid Submission Preliminary Information This section sets out the necessary preliminary information for Bidder s to submit in consideration for delivering the Requirement against any resultant Contract. Intent to Participate, Acceptance of Confidentiality requirements and Conflict of Interest Declaration Bidders’ are required to acknowledge their acceptance of the instructions and rules pertaining to this tender. Bidders are also required to provide the contract information for a representative who will be the point of contact for all matters relating to the RFP, no later than the Due Date for submission of Preliminary Information set out at Part 1 – RFP Timeline and Key Dates. Bidders are required to maintain confidentiality in all matters relating to this RFP and shall not disclose confidential information in connection with the RFP to any third party without prior written consent of Gavi. Each Bidder must complete the Conflict-of-Interest online declaration and must immediately inform Gavi should a Conflict of Interest arise during the RFP process. A Conflict of Interest may result in the Bidder being disqualified from participating further in the RFP .
