RFP# AFG26RFP012 - End of Project Final Evaluation / Project name: Afghanistan System Capacity Grant (SCG)

The purpose of this assignment is to conduct an End-of-Project evaluation of the UNESCO project “Afghanistan System Capacity Grant (SCG)” funded by the Global Partnership for Education (GPE) managed by UNESCO Office in Afghanistan.

As the Grant Agent for the Global Partnership for Education’s (GPE) System Capacity Grant (SCG) in Afghanistan, UNESCO has been leading the implementation of the project titled Strengthening Education Sector Capacity to Facilitate Access to Quality Education Service Delivery in Afghanistan since April 2023. Implementation period was from April 2023 to March 2026 then followed with a no-cost extension until 31 December 2026, allowing UNESCO and sector partners to complete remaining activities, operationalize key sector frameworks, and consolidate the grant’s system-strengthening contributions.

The purpose of the SCG is to strengthen the capacity of the education sector in Afghanistan to plan, coordinate, monitor, and support quality education service delivery in a complex and constrained operating environment. Recognizing the evolving situation in Afghanistan, the programme has focused on strengthening sector-level capacities in evidence-based education analysis and planning, monitoring and evaluation, coordination, sector information management, financing dialogue, risk-informed decision-making, and the capacity assessment and capacity strengthening of national and sub-national education partners.

The SCG project is organized around three outcomes:

Outcome 1: Enhanced evidence generation, review, monitoring and evaluation of the Afghanistan Education Sector Support Plan (AESSP);

Outcome 2: Strengthened inclusive education sector coordination across the humanitarian and basic human needs continuum; and

Outcome 3: Enhanced capacities of national and sub-national education actors to participate in coordinated joint monitoring and evaluation of the AESSP.

Pre-bid Meeting/ Q&A Session by: September 16th, 2026, at 15h00 Kabul local time .

Expressing interest in participating in the pre-bid meeting should be communicated no later than September 14th, 2026, 23h59 Kabul local time .

Intention to bid or not to bid (with brief reasons) shall be communicated to UNESCO by September 21th, 2026
