The primary objective of Phase 3 is to develop the strategic foundations for the next IOC Medium-Term Strategy (2030 - 2037), ensuring that IOC’s future direction reflects evolving trends in the state of the ocean and ocean governance, Member State priorities, regional perspectives, institutional opportunities and resource realities. Focused around three broad areas of focus for Member State activities in science based sustainable ocean planning and management, ocean science support to implementation of UN environmental conventions and frameworks, and development of a sustainable ocean economy, Phase 3 will provide:

  • proposed strategic elements for the IOC Medium-Term Strategy 2030 - 2037 for discussion by Member States at the 34th Session of the IOC Assembly;
  • a new draft IOC Results Framework to support implementation of the MTS 2030 - 2037;
  • strategic inputs to UNESCO80 and the UNESCO Mandate Implementation Review; and
  • relevant programme and budget inputs for the 2028/2029 biennium.
