RFAs: Early Recovery and Resilience Support for Flood-Affected Communities in Gaza (Mozambique)

The World Food Programme (WFP) is seeking a cooperating partner to implement early recovery and resilience-building interventions for flood-affected and food-insecure communities in Gaza Province, Mozambique. The initiative aims to restore livelihoods, productive assets, agricultural land, and food security while helping communities become more resilient to recurring climate shocks. The intervention will use Food Assistance for Assets (FFA) activities to address labor-intensive recovery needs and create temporary employment for flood-affected households. It will also incorporate Build Back Better, disaster risk reduction, ecosystem-based approaches, and climate-resilient recovery measures.

About the WFP Early Recovery and Resilience Intervention

Southern Mozambique, particularly Gaza Province, experienced its most severe flooding in 25 years during January–February 2026. The floods compounded existing food insecurity and poverty in a region where agriculture is a major livelihood and communities face recurring climate-related shocks. WFP is seeking a cooperating partner to help affected communities recover from the floods while strengthening their ability to withstand future climate and disaster risks. The intervention is aligned with the Government of Mozambique’s Recovery and Reconstruction Plan and focuses on restoring productive capacity while improving longer-term resilience. What Will the Intervention Support? The programme focuses on early recovery and resilience-building activities that can help affected households restore their livelihoods and regain access to productive resources.

Food Assistance for Assets Approach The intervention will use Food Assistance for Assets (FFA) activities to support recovery. FFA can provide temporary employment opportunities for flood-affected households while communities work on activities that restore or strengthen productive assets. The approach therefore combines assistance to vulnerable households with community-level recovery activities, helping communities rebuild infrastructure and productive resources while supporting household food security. Build Back Better and Disaster Risk Reduction Recovery activities will apply Build Back Better principles to help communities become less vulnerable to future disasters. Rather than simply replacing assets damaged by flooding, the intervention aims to promote approaches that improve resilience and reduce future risks. Disaster risk reduction will therefore be integrated into livelihood restoration, agricultural recovery, infrastructure rehabilitation, and other supported activities. Climate Resilience and Environmental Sustainability Climate resilience is a central component of the intervention. Communities in southern Mozambique are exposed to recurring climate shocks, making it important for recovery investments to consider future risks.

The intervention will support the restoration of agricultural land and irrigation systems to help affected communities resume productive activities. Rehabilitating these assets can also contribute to improved access to food, income, and local markets. Restoration of Rural Infrastructure Flooding can damage infrastructure that communities rely on for livelihoods, transportation, agricultural production, and market access. The programme therefore includes the restoration of relevant rural infrastructure as part of its early recovery approach. Infrastructure investments will be informed by disaster risk reduction and Build Back Better principles to strengthen resilience to future climate shocks. Improving Access to Productive Assets and Markets One expected outcome is improved access to productive assets and markets. Restoring productive resources can help households restart economic activities and rebuild livelihoods following the floods. Improved market access can also help producers connect with buyers and strengthen opportunities to generate sustainable income. Strengthening Financial Resilience The intervention also aims to strengthen households’ ability to manage financial resources and cope with future shocks.
