1. General Summary of Services Required

The U.S. Consulate General Cape Town invites qualified vendors to submit quotations for the installation and commissioning of one (1) 65KVA standby generator at a U.S. Government residential compound in Cape Town. The 65KVA generator will be supplied by the U.S. Consulate. The contractor shall provide all labor, supervision, materials, tools, equipment, transportation, crane services, safety requirements, and incidentals necessary to complete the installation in accordance with the attached Statement of Work – Installation of a 65KVA Generator. Work includes, but is not limited to:

  • Establishing and maintaining a safe work site.
  • Collection, transportation, positioning, and offloading of the Government-furnished 65KVA generator using a crane truck.
  • Excavation and trenching for generator cabling, including installation of required PVC conduits.
  • Construction of the required generator concrete plinth.
  • Installation of grounding rods and associated grounding conductors.
  • Installation of Automatic Transfer Switches (ATS), ATS enclosures, busbar enclosure, surge protection, cabling, control/signal cabling, warning signage, and associated electrical equipment.
  • Connection of the generator to the residential electrical distribution system serving the residences and guard booth.
  • Installation and labeling of electrical equipment and cabling.
  • Reinstatement of paving, ground surfaces, and affected areas to their original condition.
  • Testing and commissioning of the completed generator installation.
  • Obtaining all required approvals and certifications.
  • Providing a Certificate of Compliance, wiring diagram, and control philosophy upon completion.

The contractor shall supply all equipment and materials identified in the SOW under “Equipment Supplied by the Vendor.” The Government will supply the 65KVA generator only. The anticipated duration of the physical installation work is approximately five (5) days from commencement, subject to site access, Government coordination, and receipt of all required approvals. All work shall be performed in accordance with the attached SOW, applicable South African electrical and occupational health and safety requirements, applicable U.S. Government safety requirements, and the City of Cape Town requirements identified in the SOW.

2. Contract Details

The purpose of this Request for Quotations (RFQ) is to award a firm-fixed-price purchase order to the responsible vendor whose quotation meets the requirements of the attached SOW and represents the lowest-priced technically acceptable offer. Technical acceptability will be determined based on the offeror's demonstrated ability to perform the work in accordance with the SOW, required qualifications, safety requirements, technical approach, and required submissions. The Government intends to evaluate quotations and may award the purchase order based on the initial quotation without discussions.

3. Interested Vendors / Minimum Requirements

Interested vendors must have appropriately qualified personnel capable of performing the electrical and generator installation work identified in the SOW. Offerors shall provide sufficient information with their quotation to demonstrate their technical capability to complete the requirement, including applicable electrical qualifications, registrations, certifications, and experience relevant to generator and electrical installations. A site-specific safety plan must be submitted as part of the quotation for review. The safety plan must address the applicable safety requirements identified in Series One of the attached SOW, including electrical safety, personal protective equipment, risk assessments, emergency response, high-risk activities, lifting operations, and other applicable occupational health and safety requirements. A mandatory site visit will be conducted at the property on Wednesday, September 16, 2026 at 10:00. All prospective offerors must confirm their attendance no later than Monday, September 114, 2026 at 10:00 In your email confirmation of attendance, please provide the FULL NAME, ID NUMBER, CONTACT NUMBER, VEHICLE MAKE, MODEL AND COLOUR of the representatives attending the site visit. Contractors who do not confirm attendance and provide the required information before the deadline may not be permitted access to the property. Please use the solicitation/reference number identified below in the subject line when confirming attendance.

4. Proposal Submission Requirements

Offerors must submit the following as part of their quotation:

  • Company profile.
  • Technical approach demonstrating an understanding of the attached SOW.
  • Details of appropriately qualified personnel proposed to perform the work.
  • Copies/details of relevant electrical qualifications, registrations, and certifications.
  • Relevant experience and references for comparable generator/electrical installation work.
  • Proposed installation schedule.
  • Detailed firm-fixed-price quotation, inclusive of all labor, materials, equipment, crane transportation, supervision, testing, commissioning, approvals, certification, and other costs necessary to complete the requirement.
  • Detailed site-specific safety plan addressing the requirements of the SOW.
  • Completed NDAA Certificate for Vendor Compliance.

The successful contractor will also be required to provide the necessary technical documentation for obtaining written approval from the applicable City Engineer before the generator installation proceeds. The SOW requires the approval submission to include the relevant equipment specifications and wiring diagram. Work requiring such approval shall not proceed until the required written approval has been obtained. Please note the following BEFORE submitting your offer:

  • Company information, technical submissions, and quotations must be submitted electronically and in English.
  • Quotations will be reviewed for technical acceptability before price is considered for award.
  • U.S. National Defense Authorization Act (NDAA) Section 889(a)(1)(B): Offerors must complete the attached “Express NDAA Certificate for Vendor Compliance.”

5. Payment Terms

The U.S. Consulate will make no provision for fluctuations in price or exchange rates after the purchase order has been issued. If the offeror's price is dependent upon such fluctuations, the offeror must make appropriate provision for these risks in its quoted firm-fixed price. Payment will be made via Electronic Funds Transfer (EFT) into the contractor's registered bank account following satisfactory completion and acceptance of the work and receipt of a proper invoice, in accordance with the terms of the resulting purchase order. Advance or deposit payments are not permitted. Note: Procurement Staff will send confirmation of receipt within four (4) business days.
