Management System Lead Auditor Certification

Jakarta/Indonesia

Ad Title:

Request for Proposal for PECB ISO 37001:2025 Anti-Bribery Management System Lead Auditor Certification Supervisory Body of the Supreme Court of the Republic of Indonesia

Program Background The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on sev en policy priorities that are

important to Australia and Indonesia: Transparency and Acc ountability, Criminal Justice Reform, Preventing

Violent Extremism, Transnational Crime Cooperation, Commercial Law, Access to Justice, and Women’s Leadership.

Under the Transparency and Accountability in Justice Institutions (TAJI) outcome, AIPJ3 supports efforts to strengthen integrity profiling capacity within Indonesia’s justice institutions.

The Supreme Court of the Republic of Indonesia is committed to strengthening integrity, transparency, and accountability within the judiciary. As part of this commitment, the Supreme Court, through its Supervisory Body, has implemented the Anti -Bribery Management System (ABMS), locally known as Sistem Manajemen Anti Penyuapan (SMAP), based on ISO 37001:2016 since 2019. By 2025, SMAP implementation had expanded from seven pilot work units to 48 work units.

The 2021 Corruption Risk Assessment, conducted in collaboration with the Corruption Eradication Commission (KPK) and AIPJ2, identified bribery and gratification as significant corruption risks within judicial processes. These findings underscore the need to strengthen supervisory capacity and enhance the effective implementation of SMAP across the judiciary.

To address identified competency gaps, the Supreme Court intends to enhance the technical capabilities of High Supervisory Judges, Judicial Judges, and Auditors through specialised training and professional certification as SMAP Lead Auditors. The program will follow the Professional Evaluation and Certification Board (PECB) certification scheme and support the transition from ISO 37001:2016 to the revised ISO

37001: 2025 standard.

In this regard, AIPJ3 invites qualified and experienced service providers to submit proposals for SMAP Lead Auditor Training and Certification Services, in accordance with the requirements, scope of services, and submission instructions set out in this Request for Proposal (RFP).
