This will be a firm-fixed priced purchase order awarded to the lowest priced technically acceptable offer. The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation. Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance.
